When I moved house, I was delighted to have the option to drop to a fifth of the bandwidth I'd had, for rather more cost, in order to avoid ever having to deal with NTL customer support (and billing) ever again.
From everything I've heard, they managed, in becoming Virgin Media, to become less competent, which is almost miraculous...
