Helps to do the toast in the toaster first, rather than just toasting one side under the grill, as it's a bit soggy otherwise. And I tend to mash the tinned mackerel up first rather than putting it on whole, and then just stick a slice of cheese on top. It was in mustard sauce on this occasion, which is even nicer than tomato in my opinion.
