Paragraph 3.4.5 of the notes we got with our letters makes it clear that people who are red-circled get all their expected increments for four years (rounded up to the next point on the new scale), and only after that get forcibly moved to their new grade. I can also report that at least some non-management computing staff around here have been assigned to Grade 8, which is only slightly lower than COI.
